On July 23, 2026 the Howard County Board of Appeals unanimously voted to extend the deadline for issuing a written decision in BA25019C, the Trotter LLC matter.
Chair Gene Ryan said the board decided the case on May 28, 2026 and reminded members the board is required to issue a written decision within 60 days of deliberation. He noted the Office of Law expected to have a draft for the board to review but warned that, if circulated only shortly before the statutory deadline, the remaining time would be tight. (The transcript contained a typographical year of 2028 for the 60-day deadline; the correct 60-day deadline from the May 28, 2026 deliberation is July 27, 2026.)
"I make a motion that in accordance with section 2 dot 2 1 1 a, there exists good and sufficient reason to extend the time period of the issuance of a decision order in the matter of Trotter LLC BA 25019C to no later than 90 days from 05/28/2026," Ryan said. Miss Phillips seconded the motion. The board held no discussion and proceeded to roll call; Chair Ryan, Miss McCurdy and Miss Phillips recorded votes of approval.
The motion carried, extending the issuance deadline by 30 days so that a written decision is due no later than Aug. 27, 2026. The Office of Law was identified in the meeting as preparing the draft decision for circulation to the board.
The board took no other action on the case at the meeting; the next step is for staff and the Office of Law to circulate the draft decision within the extended timeframe.
