Resident questions council authority in proposed municipal solid-waste contract oversight

At the public hearing on an ordinance to require city council approval of mixed municipal solid‑waste contracts, John Purdy of Saint Paul’s West Side asked council members to clarify what authority the council is asserting and whether the ordinance would inappropriately treat contract decisions as quasi‑judicial.

Purdy said the existing contract language reads like a bill that assigns authority and emphasized that council participation should occur at the RFP/procurement stage rather than receiving a contract already prepared for signature. The council president acknowledged the question, said he had received the same inquiry by email, and promised to respond in writing before the council considers the ordinance again. The public hearing closed with no other speakers and the matter was laid over for final adoption on August 5.

Purdy’s remarks focused on governance and procedural clarity rather than a substantive objection to waste collection policy; council staff agreed to follow up with a written explanation.
