Dallas County approves CHBP grant support and 28E agreement language; identifies Bridge N06 in CHBP bundle

At its July 14, 2026 meeting, the Dallas County Board of Supervisors approved Resolution 2026-0090 to provide a Letter of Support for a Competitive Highway Bridge Program (CHBP) grant application and to enter into a 28E Cooperative Agreement that would make the Iowa Department of Transportation the Lead Applicant and Primary Recipient.

The resolution states that Dallas County Bridge N06 (FHWA structure no. 131370) is included in Bridge Bundle 8 in the CHBP application and that participating counties will act as sub-recipients and are responsible for matching funds and any project costs that exceed the CHBP award amount. The 28E agreement text attached to the packet spells out that the Iowa DOT will administer grant funds, act as contracting authority for specified bundles and invoice counties for their per‑bridge share of professional services associated with the application development.

The packet cites the federal source of CHBP funding as the Department of Transportation Appropriations Act, 2026 (Pub. L. 119‑75). The resolution directs the chair to sign the Letter of Support and the 28E documents and lists the county’s acknowledgement that, upon an award, it will enter into any required Federal‑aid agreement with the Iowa DOT.
