Carlsbad council approves hazard‑reduction charges, district assessments and traffic work plan; appoints Arts Commissioner

The Carlsbad City Council unanimously approved a series of administrative resolutions during its meeting, including a hazard‑reduction cost report that lets the city recover vegetation‑abatement costs from property owners, final engineer's reports and assessments for two lighting and landscaping districts, and the Traffic Safety and Mobility Commission's work plan for fiscal year 2026–27. The council also appointed Lori Robbins to the Arts Commission.

The hazard‑reduction resolution presented by Division Chief Fire Marshal Darcy Davidson directed the city clerk to file a certified copy of the 2026 hazard reduction cost report with the San Diego County tax auditor before 08/10/2026 so the county can place liens to recover abatement costs where owners did not clear parcels. "For the record, I'm Darcy Davidson, division chief fire marshal. We're here tonight to close out the annual hazard reduction program, by requesting that you adopt a resolution approving the 2026 hazard reduction cost report and directing the city clerk to file a certified copy of the resolution and report with the San Diego County tax auditor before 08/10/2026," Davidson said. Davidson told the council the fire department identified 221 parcels with potential hazards; 30 parcels were not cleared by owners and were abated by the city's contractor.

Assistant Finance Director Roxanne Mollmeister and Senior Accountant Katie Schroeder summarized the final engineer's report for Street Lighting and Landscaping District No. 1 and said the average single‑family parcel assessment has been $70.44 and is proposed to remain the same for FY 26–27. Mollmeister and Schroeder said shortfalls in the trees and median funds will be addressed in part by transfers from the city's general fund that were included in the adopted FY 26–27 budget. A similar presentation for District No. 2 noted there were no increases above the previously noticed assessment amounts.

City Traffic Engineer John Kim introduced the Traffic Safety and Mobility Commission's FY 26–27 work plan and recommended its adoption. Kim described two primary goals: reviewing staff recommendations on transportation projects such as CIP projects and traffic calming, and focusing on safety and mobility around school locations. The council adopted the work plan unanimously.

On appointments, Lori Robbins spoke briefly after being nominated and the council confirmed her appointment to the Arts Commission. "I am truly honored to be nominated to serve on the Arts Commission. I'm ready to roll up my sleeves and work with my colleagues to continue Carlsbad's great tradition of community art and music," Robbins said. The nomination passed unanimously.

All motions and resolutions on the evening's calendar passed on unanimous votes with no recorded no votes, abstentions, or recusals. The meeting concluded with council announcements and adjournment.
