Resource Management Commission adopts annual internal review, adds language clarifying Electric Utility Commission's purview

The Resource Management Commission adopted its annual internal review for July 2025 through June 2026 after commissioners moved and voted to amend the document to add historical context and to clarify the Electric Utility Commission's (EUC) scope.

Chair Davis introduced the draft report and opened discussion. Commissioner Silverstein commended the summary and said she would support immediate adoption. Vice Chair Robbins asked to add a short historical paragraph to emphasize the commission's uniqueness, and Commissioner Schwartz seconded.

Robbins' proposed wording replacing the overlap paragraph with language describing the commission's origin in 1978 and the addition of water efficiency in the early 1980s. The commission approved that amendment unanimously.

Commissioner Silverstein then asked for language making explicit the set of issues the EUC does not cover. After moving to reconsider the previously adopted amendment, commissioners added the sentence: "The EUC has no purview over water conservation management nor gas utility issues." That additional amendment was adopted.

The commission recorded a final vote approving the annual internal review as amended; the chair said she would submit the revised text via the required form.

What happens next: the RMC will file the adopted internal review for the July 2025'June 2026 period and may bring related resolutions and agenda items (including council-level requests to involve city departments in the newly created solar permitting working group) to future meetings.
