The Austin Zoning and Planning Commission used the latter portion of its July 21 meeting to review the 2025 annual internal report and to request follow‑up on how traffic‑impact analyses are calculated.
Commissioners reviewed the annual internal review questions and debated how to characterize the commission's activity. Several members raised recurring concerns about how the city and applicants count trip generation for TIAs — specifically whether staff uses a "theoretical" maximum entitlement or "actual" current occupancy to determine whether a TIA is triggered. Commissioner Lonnie Stern asked for a written transportation analysis to distinguish those approaches and to address driveway safety, sight distance, emergency evacuation and cumulative impacts; a later motion to direct staff to produce such an analysis at the zoning stage failed. Transportation and Public Works staff told the commission that TIAs generally are triggered at site‑plan submission and are performed by the applicant and then reviewed by TPW (and by TxDOT where jurisdictional control of an adjacent facility exists).
The chair said he would draft the commission’s annual report answers and circulate them to commissioners for comment before the July 31 filing deadline, and several members asked for a future briefing by transportation staff so the commission could assess pros and cons of the theoretical vs. actual approaches before considering any formal recommendations.
Next steps: staff will coordinate a briefing on TIA methodology for a future meeting, and the chair will circulate the draft annual report to commissioners for review before submitting it as required.
