Plymouth Advisory and Finance Committee elects Lalley chair; Richards wins 7-5 vote for second vice chair

The Plymouth Advisory and Finance Committee reorganized its leadership at a hybrid meeting on July 8, 2026, electing Joe Lalley as chair for fiscal year 2027 and reappointing Christine Richards as second vice chair after a 7-5 vote. Gail Butler was elected first vice chair by unanimous vote, and Brian Dunn was chosen chairperson pro tem.

The reorganization began with a nomination from Committee member Gail Butler and a second from Christine Richards to elect Brian Dunn as chairperson pro tem; the motion carried unanimously, 12-0-0. Later, Richards moved to nominate Lalley for the chair; Briana Keating seconded and the committee approved Lalley by a 12-0-0 vote. Richards then nominated Gail Butler for first vice chair, a motion seconded by Lalley and approved 12-0-0.

The second vice chair contest produced the meeting's closest tally. Ms. Butler nominated Christine Richards and Myles Ramey seconded; James Young nominated Molly O’Connor with Briana Keating seconding that nomination. The committee voted 7–5 in favor of Christine Richards, who was reappointed second vice chair.

The committee approved the minutes of the June 3, 2026 meeting on a motion by Dennis Friedman and a second from Thomas Jacintho; the approval vote was 11-0-1, with Jazmine Tapscott recorded as abstaining.

Chairman Joe Lalley closed the formal portion of the agenda with administrative reminders for members to complete conflict-of-interest, ethics, and Open Meeting Law trainings, and offered a brief guiding passage from Angeles Arrien's The Fourfold Way: "Show up; be present in the moment; speak your truth without blame or judgment; pay attention to what has heart and meaning; be open to outcomes, not attached to them." The meeting recorded no public comments and adjourned at 7:22 p.m.
