Committee reviews Liberty Street stormwater fixes after mulch and spillway issues

At the meeting, staff presented updated plan sheets from Greenway that aim to remediate recurring mulch and planting material that has floated into an emergency spillway at Liberty Street. The proposed solution calls for river rock (less likely to float), revised plantings, a soil/rock layering plan and 1-by-1 pavers acting as level spreaders to diffuse high-velocity flows.

A staff member explained the retrofit does not change the detention volume but is intended to reduce vegetation washout and limit clogging of the spillway. The VFW raised safety concerns about a drop-off at the back of the sidewalk and asked whether additional delineation or a landscaping fence would be appropriate. Committee members discussed painting curb curves, adding no-parking markings near fire hydrants and correcting a contractor striping error that removed a planned handicap parking bay.

Committee members agreed staff should coordinate with Jim (maintenance) and the contractor to finalize planting and curb treatments and verify the contractor will remobilize to install the fixes. Members also flagged an on-site issue — a tire left in an ADA ramp — for immediate field response. The committee left the Liberty Street item open pending final contractor feedback and a follow-up field inspection.
