The Town Council authorized procurement of a waterworks supply line and recorded payments for intake-line construction in meetings from late summer through winter 1930. In September the council went on record favoring purchase of 1,450 feet of 10-inch iron pipe from Farmers Mercantile Company, to be paid with town warrants in installments. The clerk’s bills and subsequent claims filed in October–December show multiple labor and hauling claims related to the intake project; the council routinely approved those claims for payment.
Minutes from an October special session list crew and team charges and show John Norby named as foreman on the intake line; subsequent November and December minutes continue to list labor claims and a large invoice from Farmers Mercantile for pipe material. Mayor J.E. Rucker presided over routine claims review and the auditing committee verified and ordered payment for recorded invoices.
The project entries in the minutes show municipal contracting and payment practices (warrants and payroll claims) but do not include a detailed contract document or retained contractor bid in the minutes. The council recorded approvals of claims and the pipe purchase authorization; specific delivery schedules and remaining unpaid balances are not specified in the minutes.
