The Culbertson Town Council’s minutes record both the formal canvas of the April 1 election and subsequent May appointments.
At a special meeting on April 6 the council canvassed returns and declared Frank F. Moon and H.E. Dunbar duly elected aldermen for two-year terms. The canvass also recorded the additional 5-mill levy on the General Fund passing by 46 votes for and 5 against.
At the May 7 meeting Mayor J.E. Rucker presented standing committee assignments for the council and nominated individuals for key town positions. The minutes show the council approved appointments: F.W. Wilson as police magistrate; W.F. Wood as town marshal and commissioner of water works; Hans Smith as town treasurer; and W.H. Rucker as town clerk. Committee rosters (licenses & privileges; ordinance; printing; streets & alleys; auditing; board of health) were announced and approved.
The record indicates motions to approve the appointments were made and seconded and carried; the minutes do not list a roll-call vote for each appointment. The council’s action completed the transition following the April election and established the administrative team cited throughout the year’s minutes.
