Culbertson council approves routine bills, schedules election notices and confirms appointments

Throughout 1928 the Culbertson Town Council convened regular and special meetings to handle routine municipal business: auditing-committee review and allowance of presented bills, instructions to publish election notices, and a series of appointments and confirmations.

At the March meeting the clerk was instructed to publish election notices and prepare ballots for elections including a councilman from Ward #1 and the mayoral term. At the May regular meeting the mayor administered oaths of office and the council approved a slate of standing committee appointments naming Frank F. Moon, H. H. Bruegger, H. E. Dunbar and others to committees and municipal duties. At a May 23 special meeting Frank F. Moon was elected president of the council and W. F. Wood was reappointed town marshal and given supervisory responsibility over the water works at a recorded salary (meeting notes record the figure in the minutes).

Across many sessions (January, March, June, July, August, September, November, December) the auditing committee presented bills—salaries, labor, supplies, utility charges—and the council moved to allow them and ordered the clerk to draw warrants. Notable recurring payees in the minutes include W. F. Wood (salary and telephone), Jeannette/Janet Brooks (water collections), Montana-Dakota Power Company (lights and power), and various local laborers and suppliers.
