Knoxville council approves consent agenda and payments; bicycle ordinance set for Aug. 3 first reading

The Knoxville City Council on Monday approved an amended consent agenda and authorized payment of vendor claims covering routine operations and several large construction pay applications.

The meeting, presided over by Mayor Brian Hatch, included approval of a $6,208 change order for the 2026 Streets Improvement Project and a resolution accepting the Fiscal Year 2026 Streets Finance Report. Council also approved a tax abatement and minimum assessment agreement for the property at 309 North Harlan and granted routine permits and licenses, including cigarette and tobacco-device permits and a Class E retail alcohol license for Walmart Supercenter #2935.

Several sizable pay applications were included in the claims the council approved: Norris Asphalt Paving’s Attica Road/McKimber Street invoice for $366,505.21; TK Concrete Inc. pay application #2 for the 2026 streets project for $200,597.34; Cushman Excavation pay application #3 (public safety) for $283,081.89; and Core Construction pay application #3 (public safety) for $130,948.06. Smaller equipment and supply purchases listed included Axon tasers ($5,999.31) and a Leica Geosystems GPS antenna/accessories ($6,957.09).

Police Chief Aaron Fuller told the council that "an updated Bicycle and Micromobility Regulations Ordinance has been drafted and emailed to the Council for review/feedback." He said any requested modifications from council would be incorporated and the proposed ordinance would be placed on the Aug. 3, 2026 council agenda for its first reading.

There were no public comments. With all members present voting, motions to approve the consent agenda and payment of claims passed unanimously. The council adjourned at 7:20 p.m.

The Bicycle and Micromobility Regulations Ordinance is scheduled for the Aug. 3 meeting for a first reading; other items approved on the consent agenda will proceed under administrative and project timelines already in place.
