Bay County approves $773,938 resurfacing contract and $419,979 microsurfacing task order

Bay County commissioners on July 21 approved two road-pavement actions intended to repair and preserve local streets.

Public Works recommended awarding Contract 26-46, FY26 annual resurfacing Phase 2 (approximately 1.04 miles of local roads), to American Sand and Asphalt Paving as the lowest responsive, responsible bidder at $773,938.43. Mark McLean, the Public Works presenter, told commissioners the work is "a combination of a mill and resurface as well as full reconstruction," and answered questions about coordination between adjacent projects.

Separately, staff recommended and the board approved using a piggyback contract with Asphalt Paving Systems (via Sumter County) to perform microsurfacing on about 4 miles of High Point-area roads. McLean said that the preservation treatment "will prolong the life of these roads" on average "7 to 10 years" and recommended a task order for $419,979 to perform the work. Commissioners asked staff to sequence the heavier resurfacing work before the preservation treatment so work would not overlap; staff said contractors would coordinate schedules.

Both measures passed by roll-call votes. The resurfacing contract is an award to a low bidder and the microsurfacing task order relies on an existing competitively procured contract that county staff deemed acceptable for piggyback use. Work scheduling and contractor coordination will be handled by Public Works.
