Rancho Murieta CSD approves placing delinquent utility accounts on Sacramento County tax roll

The Rancho Murieta Community Services District board on July 21 approved Resolution 2026-16, authorizing the district to request that Sacramento County add delinquent utility and service charges for roughly 10 properties to the county property tax roll.

General Manager Amelia presented the proposal during a public hearing, describing the process and timeline. "We send them over to the county, and they add them onto their property taxes," Amelia said, and the county then collects the amounts. She said the county charges a collection fee — "I think, 10%" — and that it generally takes about two years for the district to recover the funds.

Amelia told the board the district is considering placing 10 properties on the tax roll. She described a mix of account statuses: several of the property accounts are associated with deceased owners (she initially said five, then corrected herself to say seven), one account is involved in a short sale, one account has already been paid in full, and one customer is two months behind with a shutoff pending if they do not pay. "I do have 10 properties that we are considering placing on the tax roll," she said, and added that she must submit the list to Sacramento County by Friday and that the district has until Aug. 16 to finalize the list.

The board opened the public hearing and, after hearing no public comment, closed it. The board then considered Resolution 2026-16, described at the meeting as "authorizing collection or requesting inclusion of delinquent rates, special taxes, charges, and penalties for water, sewer, solid waste, drainage, and security service on the tax roll for the forthcoming fiscal year in the same manner as the general taxes." A board member moved to adopt the resolution and another director seconded.

The roll-call portion of the meeting shows Director Butler, Director Janko and Director Mayser present and Director Gere absent. During the vote as captured in the transcript, Director Butler, Director Janko and Director Mabey recorded affirmative votes and the president recorded a "Yes." The motion carried and the board adopted Resolution 2026-16. The transcript records Director Gere as not present for the meeting.

After the vote, Amelia asked the board to recognize Beverly at the front desk for her work on collecting delinquent accounts; board members thanked her. With no further director comments, the board adjourned the special meeting.

The next procedural steps recorded at the meeting: Amelia will submit the candidate list to Sacramento County and the district will finalize the list by the Aug. 16 deadline, after which the county will add approved delinquencies to property tax bills for collection.
