Authority approves $60,000 final pay request, $87,330 bond reduction and authorizes bid advertisement for Cherrybrook lift station rehab

The Cecil Township Municipal Authority on July 21 approved three procurement actions tied to ongoing sewer and treatment projects.

Engineer Ms. Mahoney told the board that punch-list work on the Village of Lawrence treatment plant and lift station contract has been completed and listed pay request number 28 (final) for $60,000 on the agenda. The board voted to approve the final pay request. Roll-call recorded Missus Rogers, Missus Barnes and Mister Smith as "Aye."

Mahoney also briefed the board on Silver Creek Planned Residential Development Phase 1 and brought a bond-reduction request (number 2) in the amount of $87,330.53. The engineer said a portion of the bond is being held back for remaining restoration on Creedmoor Road. The board approved the bond reduction by roll-call vote.

On the Cherrybrook Lift Station Rehabilitation (contract number on agenda 26S1 / 21-S1), the engineer confirmed receipt of a Part 2 permanent amendment from the Pennsylvania Department of Environmental Protection and asked for authorization to advertise for bids. The solicitor raised standard-contract concerns (mandatory arbitration clauses, convenience-termination and mobilization charges) and offered to prepare a short list of recommended contract terms for the manager and board to review before a final award. The board voted to authorize advertisement for the project, with the understanding that contract boilerplate will be reviewed and adjusted before award.
