Commissioners raised concerns about recovery services—situations where a hunter pays someone to retrieve an animal—and whether recovery after the animal is confirmed dead should be exempted from the commercial prohibition. Staff and legal counsel noted recovery and take are distinct regulatory concepts and suggested an exemption for recovery could be drafted and returned to the commission for further consideration in March.
The commission directed staff to proceed with the clarification as written and to return with draft language addressing recovery exceptions and any other needed clarifications by the March meeting.
