The Fulshear Development Corporation voted July 20 to adopt its fiscal year 2027 budget, approve the administrative service agreement (ASA) with the City of Fulshear and declare the corporation's FY27 projects, including an amended $50,000 allocation for the Fulshear Business Entrepreneurship Hub.
At the meeting Anelle, the development corporation's staff lead, summarized the funding priorities staff was carrying forward to council: "Just to recap, it's the support for South FM 1093 gravity line improvements in the amount of $900,000, support for the FM 359 4th Street drainage improvements in the amount of $850,000, the usual Texas Heritage ILA agreement ... at $96,667, an increase in the Fulshear Business Entrepreneurship Hub amount to $50,000 and then our community events at $50,000." She told members the budget as presented also reflects personnel costs and a proposed 4% cost-of-living adjustment and merit increases that will be subject to city-council approval.
Board members asked clarifying questions about line items such as technology maintenance, how invoice splits are coded between entities, and whether documentation showing percentage splits should be recorded in the budget. Mark moved to approve the FDC budget for FY2027 (account 70701); the motion was seconded and carried.
The board also approved the ASA with only minor, date-and-bylaw-related changes. Later, when staff presented the resolution declaring the FY27 project list, members noted the resolution text showed the Entrepreneurship Hub at $40,000 even though the adopted budget sets it at $50,000. Staff said they would correct the resolution and the board approved the resolution as amended to reflect the $50,000 figure before staff publishes notice and sets a public hearing.
The board approved payables for the period (presented at $12,593.18) and accepted the financial report, which staff said showed May sales-tax remittances up 7.7% year over year and totaling $183,245.36 for the month. The larger year-to-date sales-tax figure was reported at roughly $1.526 million.
Next steps: staff will correct the minutes and the project resolution text as noted, publish the required notice for the public hearing on the project declarations and forward the budget and related documents to city council for final action.
