KPAC to pay up to $500 for materials to move sculpture 'Praise' ; public works to handle relocation

The Keizer Public Arts Committee approved a motion to pay for materials to relocate the sculpture "Praise," authorizing KPAC to cover pad and supply costs with a not-to-exceed cap of $500.

Committee members discussed past practice: public works handles the physical move while KPAC covers the concrete pad and materials. "Before, public works did not charge us. We just had to get on the schedule and wait for them to do it," one member said during debate; staff indicated that the city can likely pour the pad if KPAC pays for materials.

A committee member moved that KPAC pay for the pad and supplies needed to move Praise to a new location on Covington River Road. Members added a $500 not-to-exceed condition for materials. The motion passed by voice vote.

Members asked staff to confirm whether the city's public-works department would perform the move without a chargeback and to provide an estimated timeline. Staff agreed to ask the public works director about costs and to return with the precise materials cost so that the committee can track the amount against the FY2526 balance.

The committee also asked that any replacement public-art piece for the vacated location be discussed with the original artist’s family and that the artist (or a designated representative) be present during any move to witness removal and prevent damage.
