Staff described the project as a seven‑phase development that proposes 243 residential units (94 detached "city‑collection" single‑family units and 149 townhomes/rowhomes) with approximately 3.4 miles of new sidewalks, multiple alley and parking arrangements, and design work that had been coordinated closely with the city architect. The applicant offered to dedicate roughly 21 acres of parkland, which staff said exceeds the subdivision regulation’s 13.4‑acre baseline requirement for this parcel. The applicant’s presentation emphasized that the plan reduces the unit yield from prior entitlements and aims to provide housing types oriented to young professionals and empty‑nesters with lower school yield than typical single‑family zoning.
The application included a series of waivers from the urban center code and the DGRs: reducing townhome minimum lot width and parcel occupancy (waivers a and b), allowing small satellite visitor parking not strictly behind primary buildings (waiver c), permitting double‑bay garage doors (waiver d) with a condition that double doors be designed to read as two single doors, allowing a limited exception for shutters on a specific Baldwin elevation (waiver e), permitting some primary home entrances to face open space instead of a street (waiver f), allowing vinyl windows where cladding rules otherwise apply (waiver g), and minor street‑section dimensional adjustments (waiver h).
Commission deliberations ranged from technical (driveway width, alley turning radii, fire‑access and parking counts) to design and strategic‑plan concerns. Commissioner Larson explained his no vote on the overall FDP approval by saying the layout did not align with strategic plan goals for connectivity and neighborhood character. The final development plan motion passed 3–1. Individual waiver votes were recorded: most waivers passed (some unanimously), waiver f (fronting open space) passed 3–1 (Larson no) and waiver g (vinyl windows) passed 3–1 (Wallace no). Commissioners attached conditions to the approval, including: final basin design to be returned for staff review and to the commission if finalized; a requirement that double‑bay garage doors be designed to appear as two doors; that certain satellite parking be visually screened from major parkway frontages; restrictions limiting waiver e to the Baldwin elevation depicted in the packet; and that the applicant and staff explore low‑level, pedestrian‑scale lighting in areas distant from a road.
Several technical items remain for later submittals — staff conditioned final engineering, stormwater basin design, and playground and park plans — and ARB conditions will be integrated into future submittals. The commission’s vote allows the applicant to proceed to final engineering and subsequent approvals required for construction, subject to the stated conditions and any additional staff review.
