Representatives from Marshad Development and Torti Gallas + Partners described a plan that centers a small, curated village retail core (about 25,000–30,000 square feet) and a hotel at the Walton Parkway gateway, backed by residential product types and a collection of community facilities in the interior. A distinctive element the team proposed is an "agrihood"‑style conservatory or greenhouse as a year‑round community anchor intended to support farm‑to‑table programming, community education and event space.

Presenters said the parcel includes a substantial conservation easement and a network of trails; they estimated open space exceeding 33% (excluding the conservation easement) and noted deed restrictions on portions of the property that limit where certain uses may be placed. The team said they had engaged the school district and planned a school‑impact study consistent with the focus area plan’s assumptions; developers emphasized the intent to attract a mix of young professionals, visitors and office workers who would support small, local retail and food‑and‑beverage operators.

Commissioners asked about parking, the location of gathering spaces and the project’s relationship to nearby proposals.
