Town weighs insurance claim for raccoon damage and long-term garage options

Members of the Woodbury Select Board discussed damage to the town highway garage and options for repair and longer‑term facility planning during their Feb. 23 meeting.

Board members described extensive raccoon damage to ceiling insulation and sheetrock that has led to ice buildup and heat loss. One member said, “If it did replace all the insulation and all the sheetrock… It's $15,000,” while the Treasurer noted the town’s deductible is about $1,000 for property claims and that filing a claim could affect future premiums.

The board debated whether to file a claim immediately and risk premium increases or to wait for clearer estimates. A member recommended filing because adjusters may approve at least part of the cost: “I feel like they couldn't deny it… it seems worth it to me to file a claim.” Another member asked whether a claim might be denied on grounds of preexisting leaks; members agreed the adjuster would examine conditions and advised targeted investigative openings in the ceiling to document damage.

Beyond the immediate repair question, members discussed long‑term constraints at the existing garage — limited site room, wetland setbacks and lack of bays for large equipment — and suggested exploring state or federal grants to fund a new shop. One participant cited communities that obtained grant funding for sizable shops and urged staff to begin researching grant sources and space options.

The board asked staff to contact the insurer to initiate an adjuster visit if appropriate, to estimate repair costs, and to research grant opportunities for a new facility that could house the town’s heavy equipment.
