Daggett County Municipal Building Authority approves door change order and larger vaporizer for water treatment plant

Daggett County Municipal Building Authority members on Tuesday approved a change order to raise an exterior man door at the existing water treatment plant and authorized the purchase of a larger vaporizer to allow the plant's backup generator to run at load.

The Chair opened discussion by noting the treatment plant project is nearing closeout and that staff plan an open house and ribbon-cutting. A committee member thanked "Trevor Brooksby, the water and sewer operator," for value engineering and work by contractors on the project.

Presenter explained the $5,192 change order to Patriot Construction is needed because a new interior floor elevation will have left a six-inch puddle outside the existing man door; the contractor will raise the door jam on that one end so the step-down is eliminated, and other interior steps will be reworked to meet OSHA-approved dimensions. "We're just gonna pour a step down and leave the man doors at the height they are...we had to make the change to have that man door raised up 6 inches to match the new floor height," the Presenter said. Committee members moved and seconded the change-order motion; the Chair called for a voice vote and recorded approval.

On a related procurement, staff presented a purchase request in the amount of $10,349.72 to Mountain West (transcript uses both "Mountain West Pro Painting" and "Mountain West Propane" in different places) for a 120-gallon vaporizer. The Presenter said the originally specified 50-gallon vaporizer could not vaporize enough propane to run the generator at load during commissioning; "On paper, the 50 gallon vaporizer should have worked, but in reality, it just could not," the Presenter said. The Presenter added that the installed generator is "It's a 300 k w." and that the larger vaporizer should allow the generator to be load-tested and avoid installing a second unit.

Members clarified funding: the door work will be paid from drinking-water funds handled at the county level, while the vaporizer purchase will come from CIB municipal building funds tied to the treatment project. Staff and members emphasized the division is primarily an accounting and reimbursement issue rather than a change to the project scope.

A committee member moved to approve the purchase request and the sole-source designation for Mountain West; the motion was seconded and approved by voice vote.

Other procedural business at the meeting included approval of minutes from July 14, acknowledgement of the cash summary and accounts receivable report, and approval of a disbursement summary totaling $756,733.54 related to construction reimbursements. The authority adjourned at 09:55 a.m.
