Culbertson council seeks $6,000 HUD planning advance for curb, gutter and drainage work

The Culbertson Town Council voted this year to apply for a $6,000 planning advance from the U.S. Department of Housing and Urban Development to pay for preliminary plans for curb, gutter and other drainage work in town.

The council adopted a resolution authorizing Mayor Mark E. Moore to file the application and to execute required forms, and on Aug. 24 adopted a separate assurance stating the town will comply with Title VI of the Civil Rights Act of 1964 as HUD requires. Clerk E. F. Garbe attested the resolution in council records.

The council’s application packet (forms CFA-401/CFA-402) lists an estimated total project cost of about $191,000, including $168,000 for construction and $6,000 for preliminary plan preparation. The forms name WEBSTER, FOSTER & WESTON as the consulting engineers and indicate the town has authority under cited Montana statutes to plan and finance the work.

Town officials told the council they will seek necessary state and local approvals and arrange the nonfederal share of any plan and construction costs if the HUD advance is approved. The resolution names Mayor Moore as the town’s authorized representative to provide additional information to HUD and to sign application documents.

The action leaves next steps to staff: the clerk was directed to include certified copies of the local resolution with the application and to follow the HUD submission schedule. The council did not record a roll-call tally in the minutes for the HUD resolution.

The council’s adoption of the Title VI assurance is a procedural requirement of the HUD program; the town’s records show Form CFA-1901 was executed by Mayor Moore on Aug. 24.
