Toll Mid-Atlantic LP Company, Inc. has filed Zoning Hearing No. 930 with West Norriton Township seeking variances to construct a 402-unit townhouse development on parcels along Riverview Boulevard and at 1400 South Trooper Road, the public notice says. The property lies in the BP-Business Professional Zoning District and the Floodplain Conservation District.
The public notice, signed by Allan Booz, Zoning Officer, and Michael E. Furey, Zoning Hearing Board Solicitor, lists a series of requested relief from the West Norriton Township Zoning Ordinance. Key requests include allowing 22% (88) of the townhouses to be attached in groups of eight and permitting a maximum building length of 160 feet, departures from the township’s dimensional and townhouse grouping limits.
More significant from an environmental and permitting standpoint, the Applicant requests multiple variances from the Floodplain Conservation District rules. Those requests include permission to construct new structures and place fill within the floodplain, to clear existing vegetation for a land use not permitted under the district rules, and to build roads, driveways and parking lots within the floodplain. The application also seeks authorization to construct stormwater facilities in the floodplain, to install and replace stormwater outfalls within the riparian corridor of the Schuylkill River, and to alter or encroach upon the river to replace and install those outfalls. One variance would allow new streets to be constructed lower than one foot below the regulatory flood elevation.
The notice identifies the application parcels by tax parcel numbers (Parcel No. 63-00-08202-03-3 and Parcel No. 63-00-08202-00-6) and locates the site east of the Route 422 bridge over the Schuylkill River. It states that the hearing will be held at 7:00 p.m. on Wednesday, July 22, 2026, at the West Norriton Township Municipal Building, 1630 West Marshall Street, Jeffersonville, and invites interested persons to attend and be heard.
Ordinances, applications, plans and explanatory materials will be available for examination at the township building during posted hours, the notice says. The township’s ADA coordinator can be contacted at (610) 631-0450 at least 24 hours in advance for auxiliary aids or other accommodations.
Next steps: the Zoning Hearing Board will consider the application and the requested variances at the scheduled public hearing; no decision is recorded in the notice itself. Members of the public and interested parties may review the submitted plans at the township office and present testimony at the hearing.
