Council approves consent agenda, authorizes culvert agreement and bids for public-art sculpture

The DeSoto City Council approved its consent agenda on June 4, including prior minutes, a pay ordinance, fireworks permits, a contract for the 2026 fireworks display, a resolution to schedule a public hearing for a proposed TIF district tied to a 53‑unit memory-care facility, and easements for Flint Meadows East Townhomes.

During the meeting the council also authorized the mayor to sign an agreement with Johnson County under the SMAC program to fund 50% of the design costs for the 89th Street culvert project; city staff reported the agreement formalizes the county's funding commitment. A motion to authorize the mayor's signature carried on roll call.

Council authorized the assistant city administrator to place a bid on a Parade of Hearts sculpture for the upcoming Riverfest soccer fields using the public-art fund, with a minimum bid authorization of $1,000.
