Mount Angel council OKs appropriation transfers, library grants and appoints temporary budget committee member

The Mount Angel City Council approved a transfer of appropriations on March 3 to move contingency funds into department budgets to cover unexpected planning and building permit fees, finalize reimbursements related to Oktoberfest and make grant funds available for library programs.

City staff member Tara described the transfer as "a little bit of cleanup" to reconcile funds and said Oktoberfest reimbursements had already been received. She said two library grants of $5,000 each require spending authority before the end of the fiscal year.

The council moved and seconded the resolution and approved it by roll call. Staff said the transfer will align appropriations so department heads can spend awarded grant funds before grant expiration.

Separately, the council considered a short appointment to fill a remaining budget committee seat through June 30, 2025. After a motion and second, the council appointed Darren Beyer to the budget committee for the remainder of the term.

Councilors also discussed event logistics for Oktoberfest (street closures, setup hours and public‑safety staging) and raised concerns about early morning closures and safe access near high‑traffic areas; staff said the new agreement reflects prior practice and organizers will reimburse municipal costs.

The meeting closed after routine councilor reports and a city manager report on strategic planning and pending grant applications.
