Commission reviews vacancy report, recruitment wins and a Jan. 5, 2027 compensation deadline

Commissioners reviewed a vacancy report and several recruitment and outreach items during the July 16 meeting of the General Counsel Commission in Middletown.

Staff summarized recent outreach successes, including Juneteenth and Pride events, an internal career fair where department heads met potential applicants, and an employee newsletter that staff said has been well received. Staff recommended inviting Maria to present recruitment work to the commission in September so members can hear updates directly.

On hiring status, staff reported multiple restored positions and their statuses: an assessment-aid posting closed and was under review, a civilian-dispatcher requisition had been submitted and was pending approval, and the deputy director of central communications had an anticipated start date of Aug. 3. Firefighter positions are grant-funded with a mid-August start window, staff said. Several positions remain at $1 or are not funded and therefore are not being filled.

Compensation timeline: staff reviewed language in the 466 contract that conditions a change to labor-management procedures on council action. "If the council approves a new compensation classification plan by 01/05/2027, then the labor management process will change," a staff member said; staff warned that if the council does not act by that date the city will revert to the prior labor-management review process and that implementation work would require early decisions to meet time frames for classification and payroll changes.

Next steps: commissioners requested staff circulate the restored-position and temporary-employee lists to the whole commission and to Linda (DeSenna) before the next meeting. Staff noted a youth-diversion position is expected to be posted in October and that some recruitments remain contingent on departmental requisitions and funding approvals.
