Fort Pierce staff outlines 2026–2030 HUD consolidated plan and $575,020 annual action plan; commission will vote next meeting

Danella Clark, the city's grants manager, presented the City of Fort Pierce's HUD-required consolidated planning documents for 2026'2030 and a program-year 2026 annual action plan.

Clark told the commission the city's estimated Community Development Block Grant allocation for program year 2026 is $575,020. "The program year 2026 annual action plan represents the first year of implementation of the consolidated plan and identifies the city's estimated 2026 community development block allocation of $575,020," Clark said, and staff proposed allocating approximately $460,020 toward eligible public-facility improvements and using the remaining $115,000 (the 20% maximum HUD allows) for program administration.

The consolidated plan establishes a five-year strategy to address housing and community development needs; the citizen participation plan update expands digital outreach and retains a minimum 30-day public comment period, Clark said. Staff described outreach that informed the plan: a needs-assessment survey (165 SurveyMonkey responses), three in-person meetings and consultations with local partners including the Treasure Coast Homeless Services Council.

Commissioners asked for more detail about specific projects and where funds would be spent. Clark said the draft annual action plan includes candidate projects such as improvements at Dreamland Park, Arthur Lee Boatwright Park and Khalil Mack Park and that staff can provide a more detailed project list and timeline prior to final adoption.

Because staff and legal review identified items the uploaded resolution did not fully capture, the city attorney and clerk recommended proceeding with the advertised public hearings tonight and returning with corrected resolutions for formal adoption at the next meeting. Clark said the plan must be submitted to HUD by Aug. 14, 2026; staff committed to returning with corrected paperwork before that date.

The commission closed the public hearings and did not take a final vote on the consolidated plan, citizen participation plan or annual action plan. Mayor Hudson directed staff to bring corrected resolutions back at the next meeting for formal adoption and for staff to provide the commission a clearer project allocation list so the public can see where dollars would be invested.
