Dennis Elgen, the airport manager, told the Culbertson Town Council on Jan. 7, 1991, that the airport had submitted a pre-application for a Federal Airport Improvement Program grant totaling $32,625.00. He said the federal share would be 90% of the project cost, leaving a $3,625 local match to be split between the county and the town if the grant is approved.
Elgen also noted the airport had received a $1,000 preliminary engineering grant from the State of Montana earlier in the year. Council members reviewed the funding structure and the potential local match but no formal vote on committing local funds is recorded in the minutes.
If the federal application is approved, the town’s share of the match would be determined in coordination with county officials and under whatever conditions the grant requires. The council did not record a motion to authorize spending the local match in these minutes; further review or formal allocation would appear in future minutes if undertaken.
