Council accepts Goodwin annexation notice and opens annexation process

City staff described a notice of intent to commence annexation for a parcel of just over six acres located within the Broadmoor master plan boundary, south of Harris Road and north of Interstate 182. Staff said petitioners submitted the notice of intent and that the annexation process includes a hearing‑examiner review of proposed zoning followed by a council public hearing and final decision.

Staff recommended council accept the petition and resolution 4765, establish the proposed annexation boundary, require a hearing examiner review of zoning, and require the property to assume a proportionate share of city indebtedness upon annexation. Council moved to approve Resolution 4765 and the motion passed.

Staff listed the next steps: formal petition submittal (60% signature sufficiency), county sufficiency review, hearing‑examiner public hearing on zoning and a subsequent council public hearing to adopt final annexation and zoning ordinances if recommended.
