The Middletown Housing Commission accepted three stipulated agreements resolving pending complaints: Lynch, Russo and McPherson.
In the Lynch matter staff said the parties reached a negotiated stipulation: the transcript records that ‘‘rent, beginning in this July through 03/31/2027 would be set at $13.90 dollars a month’’ and that a set of repairs had been completed or scheduled (cleaning mildew, bathroom fan repair/replacement, window screens, heating control repairs, kitchen cabinet and living-floor repairs). Both parties signed and the commission voted to accept the stipulated order. (Note: the recorded rent figure in the transcript appears inconsistent with typical rents and may be a transcription error; the stipulation language as entered in the commission file should be checked for the official dollar amount.)
In the Russo matter staff presented a signed stipulation that sets rent at $1,600 starting July 1 through March 31, with the respondent agreeing to complete specified floor repairs by Sept. 30; neither party sought retroactive payments for April–June, and the commission voted to accept the stipulation.
In the McPherson matter staff described a settled, signed stipulated order: rent was set temporarily at $5 per month from June 1 through Sept. 30 (as recorded), the landlord agreed to withdraw a pending eviction and confirm withdrawal in writing, to repair the premises by specified dates, and to pay the complainant $4,675 (payable to Kenneth McPherson) conditioned on compliance; the commission accepted the stipulation after the complainant and counsel confirmed repairs and payment actions. McPherson told the panel, "Everything was repaired." The commission discussed that it could make partial compliance findings for completed repair items but otherwise would not amend mutually signed stipulations without agreement from both parties.
The commission recorded roll-call approvals for the stipulated orders and directed staff to issue signed orders and track compliance.
