The Brentwood Board of Zoning Appeals on July 20 approved four detached accessory structures at separate addresses across the city, voting unanimously on voice votes after staff presentations and brief applicant remarks.
The approvals covered 9238 Karis Bridal Lane (Annandale Subdivision), 5212 Harpeth Ridge Drive (Heathrow Hill), 9909 Elland Road (Telluride Phase 2) and a revised proposal at 2000 Willamette Lane (Willamette Subdivision). Staff presented each item, described materials and dimensions, and recommended approval subject to standard conditions, building codes and staff notes.
The board’s actions affect projects ranging from a 470-square-foot structure to a 750-square-foot pool-related building. Mackenzie Wilson, designer for New Beginnings Landscape, said the Annandale structure will use board-and-batten siding with brick accents “to bring out some of the yellow and the tans and the colors” of the existing house and will include a small interior bathroom. Jeff Elliott, sales and design for Hardscape Contractors, described the Heathrow Hill structure as an outdoor gathering area with an outdoor kitchen and fireplace and noted a nine-foot retaining wall will be used to get the structure to grade. Don Borgeson, co-owner of D2 Pools, said the Telluride-area building is “strictly for outdoor entertainment” and includes a finished heater for a sauna and a bathroom.
A board member raised concerns that some modern pool houses and similar outbuildings can be built to a level of finish that makes them effectively livable. “This just looks very much like a living space to me as a detached structure,” the board member said during deliberations; Don Borgeson and the applicants said there was no intent to create a separate dwelling. To address that concern, the board approved the Telluride accessory structure with a condition prohibiting rough-ins for laundry (no washer/dryer hookups).
On the Willamette Lane item, staff noted the board had previously approved a two-story accessory structure on Nov. 7, 2025 but the homeowner did not secure HOA approval and therefore revised the design. Allison, who presented staff recommendations to the board, said the revised plan retains the same location but changes the footprint and story count; she explained the proposal complies with recorded setback requirements from Williamson County (30-foot front and rear, 10-foot sides) and that the lot’s green-space percentage remains roughly 50 percent, above the OSRD minimum of 40 percent. The board required an as-built survey before final inspection and certificate of completion for that project.
Motions to approve each project were made and seconded; the board approved all four requests by voice vote. Staff recorded one piece of correspondence on the Willamette item and no correspondence for the Heathrow Hill and Annandale items.
The board did not record roll-call tallies in the transcript; approvals were made by voice vote with members saying “aye.” The board scheduled its next meeting for Aug. 17 and noted it may not have a full five-member panel appointed by then.
