The Scott County Board of Supervisors on July 16 approved an 11-item consent agenda that included contracts, purchases, service agreements and warrant payments.
Key items approved by unanimous roll call included:
• A $51,229.33 annual service agreement with ES&S (voting recorded as part of consent).
• Two Federal Funding Agreements with the Iowa Department of Transportation for bridge replacement projects (agreement numbers 6-26-HBP-S-022 and 6-26-CHBP-020).
• Award of multiple Hot Mix Asphalt resurfacing projects to Manatt’s Inc., Camanche, Iowa, based on the low bid totaling $1,711,980.34 covering Project L-229, L-330 and L-527.
• Authorization for the Fleet Manager to purchase a MY27 International HV515 chassis for Secondary Roads for $169,656.00 and a Henderson Products truck body and snow equipment package for $151,133.22, replacing asset #5722.
• Temporary over-hire of 1.0 FTE Risk Manager for one week; approval of FY27 deputy sheriff exempt salary classifications (Lieutenant – 73%); updates to multiple general policies; approval of an Assisted Outpatient Treatment (AOT) program agreement between Scott County and the Iowa Primary Care Association Behavioral Health Services to implement AOT with Vera French CMHC and the 7th Judicial District effective July 1, 2026; and approval of warrants and EFTs totaling $2,324,620.04 as submitted by the County Auditor.
Motions for the consent agenda were moved and seconded (mover Dickson, seconder Beck); roll call votes were recorded as all ayes. The minutes do not include detailed procurement evaluation documents, bid tabulations beyond the low-bid award, or contract start dates; those records are maintained in county procurement files.
