Planning commission recommends council approve three business licenses for Highway 40 address

The Daniel Planning Commission on July 15 recommended that the town council approve business licenses for Davis Concrete Enterprises, Old West Waste Solutions and Envirocreek, which operate from 3440 South Highway 40.

At the meeting the applicant (a Davis Concrete owner, speaker 5) told commissioners the site has been used for the concrete business for about three decades and stores forms, trailers, trucks and a crane. He said his son runs Envirocreek, a concrete‑washout service that collects washout material in steel bins and takes it to an approved disposal site. “They wash into my steel bins, and then I pick them up and go and dispose of it at a, like, wash that drop product, their gravel pits,” speaker 8 (introduced in the meeting as Jake) explained to the commission.

Commissioners focused on neighborhood impacts and access. One commissioner asked whether business traffic uses residential streets; the applicant acknowledged occasional overflow parking on adjacent residential property and said he is working to minimize that and route traffic to Highway 40 access. The applicant said typical on‑site dumpster counts are two to three, with additional units deployed to job sites.

After questions about on‑site maintenance, parking and where trucks enter and exit, a commissioner moved that the planning commission recommend the town council approve the three licenses; another commissioner seconded the motion and the commission voted in favor. Staff noted the planning commission’s action is a recommendation and the town council will take the final vote at an upcoming council meeting (staff described scheduling options for council meetings and advised applicants to request earlier placement on the council agenda if needed).
