Parks & Cemetery team considers crematory section and green-burial area; committee urges feasibility details

Town of Townsend Parks & Cemetery staff informed the Community Preservation Committee that they are exploring a phased project: creating a crematory section as phase 1 and evaluating a green-burial area as phase 2.

The parks/cemetery representative said the green-burial plan is at an early stage and will require soil testing to determine feasibility and the number of lots that could be developed. Committee members responded that the cemetery department can submit a CPC application but that the application should include cost estimates, funding sources and evidence of feasibility before the CPC would recommend funding to town meeting.

Members also discussed how some cemetery fees (deed, plaques, perpetual-care contributions) are separate from general tax funds and clarified that operating burial services may not be a public-purpose expense eligible for CPC funding in all cases. The committee advised the department to submit an application if the project meets CPC criteria and to be prepared to explain funding and scope at town meeting.

Why it matters: a cemetery project could implicate preservation or open-space categories; the committee must ensure projects meet statutory eligibility and that applicants provide sufficient information for a neutral point-based review.

Next steps: cemetery staff may prepare an application with soil-test results, cost estimates and a financing plan; the CPC will review the application using its point rubric once a draft is received.
