Council member Schaeffer moved July 16 to deny landmark designation for the Lakeshore Arms Apartments (3026 Lake Street West), arguing the nomination did not demonstrate exceptional significance and that many similar properties exist in the city. Schaeffer said staff found only one applicable criterion and that the building was an average rather than exceptional example of Spanish‑eclectic architecture.
Rob Skalecke, senior city planner on the historic preservation team, outlined the staff study and noted that staff and the Heritage Preservation Commission recommended approval based on the building’s embodiment of a specific architectural style. Skalecke explained the designation process and the consequence that designation would require review of future changes to ensure Secretary of the Interior Standards compliance.
Council member Stevenson and others asked whether the city would lose something irreplaceable if the building were demolished; staff said there were other examples of the style in the city and that designation decisions are based on the property as it stands. After discussion and brief public comment in committee, council voted to deny the designation by roll call (9 ayes, 2 nays). The denial halts designation but does not bar future nominations or reconsideration under the ordinance.
