Planning commission approves conditional use permit for tattoo business at 4379 S. State St.

The Murray City Planning Commission approved a conditional use permit allowing a tattoo business at 4379 South State Street, the commission announced after a roll call vote. A commissioner moved approval subject to five conditions; another commissioner seconded and the motion passed with affirmative votes from Commissioners Kling, Rogers, Hildreth, Pearson, Richards and Chair Hacker.

Staff told the commission the city will work with the property owner on a landscaping deferral but needs a city-reviewed cost estimate before completing its review. According to staff, the property owner must post the equivalent of 125% of the city-approved estimate (described in testimony as a bond or credit letter) that the city will hold until the required landscaping is installed and accepted. Staff said it is prepared to act quickly once the applicant provides the estimate.

An applicant/owner who spoke during the discussion said she and her partners have completed most licensing steps and background checks but have not yet applied for the health department permit tied to the business license. The applicant asked for expedited handling so construction and opening are not delayed.

The commission noted that the applicant may proceed with the business license process while the city holds the deferral security, provided all other business-license requirements are met. The chair congratulated the applicant and wished the business luck.

The commission moved on to the next agenda item after the vote; no conditions beyond those listed in the staff report were added.
