Zoning board approves Montgomery County SPCA signs with LED limits and staff oversight

The Woodfin Township Zoning Hearing Board voted to approve sign relief for the Montgomery County SPCA’s proposed headquarters at 1450 Union Meeting Road in Case CHB 2507‑26, granting relief for a freestanding sign larger than the AR district permits and several wall and entrance identification signs, while imposing operational conditions on the proposed LED component.

Attorney for the applicant described an adaptive reuse of an approximately 35,000 square‑foot building for a veterinary clinic, adoption center and community programming. Counsel said the AR Administrative Research district’s default signage allowances (one freestanding sign of up to 40 sq ft and a small wall sign) are insufficient to identify an institutional facility such as the SPCA and outlined a carefully curated sign package. The board reviewed applicant exhibits and a sample image set (applicant exhibit A7) showing the intended LED content.

Abigail Smith, the SPCA’s CEO, testified the organization provides adoption and low‑cost veterinary services, volunteer programs, youth programming and community outreach. She said better on‑site identification is essential for public awareness of services, clinics and events. Jeff Carson of City Signs explained the sign types, placement and sightlines and demonstrated how the LED component would be installed and operated.

Counsel and the sign contractor agreed on multiple on‑record limitations: images/messages on the LED will be consistent with the A7 examples, the display will not animate or flash, images may change no more than once per minute, luminance/brightness standards will comply with township code, and the LED will turn off one hour after the facility closes. The board included compliance with section 160‑189 (signage) and delegated certain discretion on final artwork and placement to township staff. The motion to approve passed by voice vote.
