Commission defers Oxford House conditional use permit; meeting approves minutes and hears committee updates

The Newport News Planning Commission deferred action on a conditional use permit requested by Oxford House Incorporated and PC Virginia Homes LLC to the commission’s Aug. 5 meeting at 2 p.m.

Chairperson Shook said staff had received a written request from the applicant to defer the item (CU-2026-0005). Commissioner Williams moved to approve the deferral and the motion was seconded and approved by the commission. The commission opened the public hearing for this item to admit public comment; Latonya Alexander, who gave her name and address, told the commission she had researched the matter and "was hoping to hear the other side and what they actually had to present," and asked whether residents would be able to speak at the Aug. 5 hearing. Staff confirmed the item will be reheard on Aug. 5 at 2 p.m. and that written correspondence will be entered into the public record.

Separately, the commission approved the minutes of the June 3, 2026 public hearing and heard the secretary’s report listing recent City Council actions (including Council approval of a food prep/distribution CUP with operating hours set 5 a.m.-10 p.m. and other recent approvals). The regulations committee reported work on manufactured home regulations, local solar facility regulations and wireless facility application processes; two of those items will come to the commission for further consideration. Staff also provided an update on Morrison Station, saying the master plan and final amendments exist and that developers still need to submit site-plan and building-permit applications before construction steps proceed.
