Fraser council approves zoning map and text changes, ends moratoria on car washes and shipping containers

The Fraser City Council approved zoning ordinance text and map amendments Monday and voted to terminate temporary moratoria on car washes and shipping containers as of the ordinance’s effective date.

Brian Kiese, a McKenna consultant, summarized the primary changes the council had requested: reversion of a parcel near 15 and Commerce to industrial zoning and creation of a recreational district that applies to the rear portion of the city golf course. Kiese said the minute and map edits requested by council and staff had been incorporated into the final draft.

Councilor discussion focused on confirming that the split zoning for the golf course parcel was unchanged in form from prior public drafts and on timing the end of moratoria so the city would not have a gap between moratoriums ending and the ordinance becoming effective. City attorney Don (speaker 15) recommended tying the moratorium terminations to the ordinance effective date to avoid any unintended interim window.

Council approved the ordinance changes on a 5‑1 vote; members then approved a separate motion to terminate the two moratoria so the terminations would coincide with the ordinance’s effective date, which the city attorney said is roughly 10–15 days after adoption. A member of the public asked for clarification about potential development of the golf course; staff replied that any developer plans would come through the normal public process.

Council said the zoning changes will be posted and that the public will have a chance to review any future developer proposals as they arise.
