The Arlington County Board unanimously approved a phased development site-plan amendment and an adaptive-reuse site-plan amendment to convert two vacant office buildings in Pentagon City (601 and 700 12th Street S) into approximately 607 residential units with roughly 29,990 square feet of retail and expanded public space.
County staff and the applicant described the proposal as a priority adaptive-reuse conversion under the county’s 2024 adaptive‑reuse policy because the existing office buildings are chronically vacant. Staff said the project will add roughly 607 units, create about 0.72 acres of public space across the site, and improve 12th Street frontage with new retail bump-outs, two-story residential rings and a green-ribbon pedestrian route through the property. “Repurposing chronically vacant office buildings is a public priority,” staff said, noting the project’s expected reduction in office vacancy and its tree‑canopy and vegetative coverage commitments.
The planning commission voted unanimously to recommend approval; commissioners acknowledged tradeoffs between preserving existing structures and realizing the sector plan’s full green‑ribbon alignment and maximum FAR. Public testimony included supporters who said the project will revitalize an inhospitable, concrete-heavy site; critics and some residents urged careful attention to planting palettes, biophilic design and connections to the Metro entrance.
Board member Cunningham moved the two related ordinances; both motions passed on unanimous voice votes. Staff and the applicant said they will continue to work on final landscape selection, charging and battery logistics for electric equipment, and a community engagement plan for the Metro tunnel entrance hours and safety.
What’s next: staff will proceed to finalize conditions in the adopted ordinances, work on public‑access easements and coordinate with the applicant on construction timing and Metro access improvements.
