Kansas Children’s Cabinet adopts formal board norms to guide conduct and decision-making

The Kansas Children’s Cabinet and Trust Fund adopted a set of board norms on a motion moved from the floor and approved by members at the February meeting.

Doctor Lietta Felter, a cabinet committee member who framed the proposal, described the norms as a way to "establish clear expectations for respectful, effective governance, improved decision making, protecting trust, and ensuring the public sees fair and professional processes." She said norms create shared expectations for debate, help prevent "rubber stamping," and give leaders a neutral tool to return discussion to agreed standards when tensions arise.

Chair Don Heinemann asked for questions and, after none were raised, called for a motion. Matthew Billinger moved to accept the practices and Doctor Lietta Felter seconded; members voiced their support and the chair announced the norms and practices were adopted.

Cabinet members said they plan to add the norms to new-member orientation and to revisit norms regularly, especially after changes in board composition. Melissa Schoenberger, cabinet staff, said the document will be included in the new board member orientation kit to help new members integrate quickly.

The cabinet’s adoption of written norms comes as the body continues to manage public funds and oversee programs, a context members cited as making clear standards for professional conduct and debate important. The board did not amend the draft at the meeting and indicated a plan to implement the norms in upcoming meetings.
