Kansas prepares Office of Early Childhood to open July 1 after House Bill 2045

Melissa Rooker, executive director of the Kansas Children’s Cabinet and Trust Fund, outlined the governance chart that has guided cross‑sector work since the 2019 statewide needs assessment. She told attendees that the legislature enacted House Bill 2045 last session to establish an Office of Early Childhood and that the office is scheduled to “formally open for business on July 1,” with active transition planning underway.

Rooker and state directors described the office as a central hub that will house multiple programs currently spread across agencies. Speakers emphasized that the governance schematic is intended to be a “living artifact” that will evolve as programs move and to ensure information continues to flow across agencies rather than concentrating or isolating work. Presenters noted that some programs (for example, maternal and child health functions and some public‑health roles) will remain housed in their current agencies even as the office opens.

Panelists asked work groups to document the elements they expect to move to the new office and to identify where local ownership and service delivery should remain with sister agencies. The summit chair said a slide deck and summary, including links to work group contact information, will be posted on the Children’s Cabinet website to support transparency in the transition.

The summit did not record any formal vote or final list of program transfers; all remarks about program movement were framed as transition planning and subject to further agency decisions.
