Historic‑district board continues siding replacement case for 315 S. 7th, urges repair or in‑kind wood

The Historic District Council voted to continue a conceptual application to replace the original wood siding at 315 South 7th Street, asking the applicant to return with more detailed documentation on extent of damage and proposed materials.

Planner Mia Southerner presented HDC20204 and said staff’s review of downtown design guidelines generally prescribes maintenance and repair of original wood siding on contributing structures; staff recommended more information about the condition of the existing siding before final approval.

Jeff Nipper, representing Jay's Construction and the homeowner, said the central portion of the dwelling had repeatedly required repairs and that much of the cladding has been patched or covered over the years. He told the board that the homeowner prefers a solution that reduces recurring repairs and that, if required, the owner would accept returning the walls to new wood siding.

Board members repeatedly emphasized preservation first. One member said the board’s first choice is to "repair what's there" and, where necessary, "replace in kind" with wood. Members asked for a site plan or floor plan showing precisely which walls will be altered, samples and a condition report quantified enough to justify any wholesale replacement.

Given the outstanding documentation, the board voted to continue the item to the next available HDC meeting so the applicant can supply a more detailed submittal.
