Commissioners approve several contracts, a stormwater amendment and a children’s‑services levy; public commenters debate HUD rules and civility

Key approvals

Public comment highlights
- Kristen Foxburkey, executive director of Lorain County Children’s Services, requested approval to place an additional 0.45‑mill levy on the Nov. 3 ballot, saying the levy constitutes about half of the agency’s operating budget and is needed because state and federal funds do not cover rising placement costs. She said the agency reduced spending by 17% between 2023–2025 but has seen large increases in placement costs.
- Brian Baker and Gerald Phillips engaged on HUD guidance. Baker said information at a township meeting had led him to believe HUD rules could not be used for land acquisition or sewer projects; he said HUD Exchange guidance shows otherwise and offered to share materials with county staff. Gerald Phillips presented HUD documentation and explained that CDBG programs can support acquisition and infrastructure activities, disputed categorical claims to the contrary and asked the county to prove assertions about additional funding from an urban designation.
- Multiple public commenters urged civility and accountability after a contentious prior meeting; one speaker who identified as a union member asked the board to support workers on the picket line.
