The Richland Wilkin Joint Powers Authority on June 9 retroactively approved expenses already paid for a recently purchased bank building, authorized the chairman to incur additional improvement expenses necessary to make the building ready for rent, and approved leasing the property to Richland County.
Amy Clark told the Board the JPA had paid post‑closing expenses and requested retroactive approval and authority for the chairman to incur further improvement expenses; Nathan Berseth said any incurred expenses would be passed on to Richland County when the County leases the building. Perry Miller moved to approve the already‑incurred expenses and to authorize the chairman to incur additional improvement expenses; Eric Klindt seconded and the motion carried by unanimous roll call.
Berseth then said Perry Miller was negotiating a lease of the bank building to Richland County and moved to approve a lease to Richland County on any terms Miller and the County may negotiate; Jon Braton seconded and the motion carried.
Why it matters: the actions enable the JPA to ready and lease a county‑occupied property and formalize passing improvement costs to the lessee. The Board recorded the actions as approved by unanimous vote.
