Oswego board adopts five ordinances to integrate Hudson Crossing North parking deck and revise permit fees

The Village of Oswego Board on July 14 adopted a package of five ordinances to incorporate the newly completed Hudson Crossing North parking deck into village regulations and to amend the parking permit fee schedule.

Staff said the ordinances include: an amendment to Title 9 of the municipal code addressing parking restrictions and overnight parking; an amended and restated parking garage rules and regulations; a parking facility license agreement with 1 South Adams, LLC; a declaration of covenants, conditions and easements defining maintenance responsibilities among the village, the developer (identified in the transcript as Shodin) and other parties; and an amendment to the fee schedule for parking permits.

Key operational points presented by staff: the village currently issues 185 overnight parking permits; the new deck expands the number of permits the village can issue up to 300; staff confirmed total spaces across the two buildings were described in the meeting as 464 (339 in the main building and 125 in the second building). The fee schedule amendment moves the first‑vehicle annual permit from $50 to $60 and adjusts the fee for a second vehicle, with a planned CPI escalation until a stated level of $87 is reached; those increases are set to begin on Jan. 1, 2027. During the discussion a trustee identified confusing language in the fee schedule that referenced "$1,000 multiplied by the lesser CPI starting on January 1 until the amount reaches $87." Staff acknowledged the wording was confusing and said they would correct it (staff noted the intended calculation is monthly vs. annual and will amend the ordinance language).

Trustees also discussed how overnight permit holders will be treated during special downtown events: staff said permit holders who cannot find a space in the deck during events may park on the street without being ticketed so long as their permit is registered by license plate in the portal. Staff also noted non‑residents can use the deck overnight for a $5 fee via the village parking portal.

The board moved, seconded and approved the ordinances by roll call. The vote was recorded as affirmative on each ordinance in the transcript.
