Canaan Board of Finance amends policies to formalize alternates' role and expand conflict-of-interest language

The Town of Canaan Board of Finance voted unanimously July 13 to amend its internal policies to clarify the role of alternates and to expand conflict-of-interest language to include salaries and benefits.

At the Board's regular meeting at Town Hall, Andrea Downs moved to amend the policies and Amy Wynn seconded; the motion passed without opposition. The change authorizes alternates to attend meetings and participate in discussion even when not formally seated, described in the minutes as a practice rather than a formal policy requirement. The board also instructed that the Conflict of Interest Policy be revised to explicitly reference salaries and benefits "per state statute." Amy Wynn was assigned to update the documents and upload them to the shared drive and the town website.

Board members discussed related fiscal controls, including a reminder that budget line overages must be approved before spending unless an emergency is declared and that commissions should be reminded of that requirement. The Board recorded the change as part of continuing efforts to clarify governance procedures and statutory compliance.
