Resident presses Bruceville‑Eddy council for a standing budget committee and more transparency

Joyce McLaughlin told the Bruceville‑Eddy council at the July 17 workshop that she was concerned the city had not convened a budget committee this year and that the lack of a committee reduced council oversight.

“I’ve been in all the city council meetings, and there was never a budget committee formed,” McLaughlin said, questioning who compiled the draft and urging the mayor and council to insist on a committee next year to maintain public trust.

McLaughlin also asked that future meetings be scheduled at more convenient times; other residents echoed concerns that a 12:30 p.m. Friday start makes participation difficult.

City Administrator Lawrence and several council members responded that budget preparation historically involved a smaller subcommittee that worked with staff, then presented a draft to the full council for line‑by‑line review. Lawrence told the council that a temporary budget committee item had been on a May 2025 agenda and that staff assembled the draft after meetings with council members and department heads.

Council members emphasized that no formal action would be taken at the workshop and that each councilmember will have an opportunity to review and submit line‑by‑line comments prior to future budget meetings and the public hearing. The mayor reiterated that the council will hold additional workshops and post a public hearing and adoption timeline.

McLaughlin’s concerns — about both process and scheduling — will be reflected in upcoming materials and the council’s next budget workshop.
