Zeeland BPW authorizes 4,500 kW MPPA capacity purchase, caps commitment at $486,000

The Zeeland Board of Public Works on July 14 authorized its General Manager to execute a bilateral capacity purchase of up to 4,500 kilowatts deliverable to MISO Local Resource Zone 7 for Planning Year 2030/2031, with the Michigan Public Power Agency (MPPA) executing the transaction on Zeeland’s behalf for a financial commitment not to exceed $486,000.

The motion to approve the authorization was made by Commissioner Query and seconded by Vice Chair Cooney; the motion carried with all voting aye. The board action was consistent with the utility’s recently completed Integrated Resource Plan, which recommended early procurement of capacity to reduce exposure while longer-term generation resources are evaluated and developed.

Staff explained the purchase represents roughly 4.5% of Zeeland’s forecasted capacity requirement for the 2030/31 planning year and would secure about 25% of the BPW’s anticipated open position. Under state law, utilities must demonstrate planned capacity to meet forecasted peak load (staff cited Public Act 341 during the update). MPPA advised that the bilateral capacity market is constrained and that reserving capacity now could reduce the risk that needed capacity is unavailable should proposed regional generation projects be delayed.

MPPA and consultants continue to refine technical and economic modeling for a proposed regional Resource Adequacy Project; MPPA retained 1898 & Co. for independent review of modeling assumptions. Staff also reported site-level and interconnection work has progressed: a Phase I environmental site assessment by NTH Consultants, Ltd. for two BPW-owned parcels found no significant environmental concerns, and Power System Engineering’s interconnection study has entered the system-modeling phase with no material issues identified to date.

Staff cautioned that equipment procurement and manufacturer availability are key schedule risks: demand for generation equipment has tightened procurement windows, and MPPA said reserving manufacturing capacity prior to completion of all due diligence may be necessary to preserve the 2030/31 commercial operation date. MPPA has scheduled a meeting of prospective host members the week of July 20; staff said a special BPW meeting could be required in late July or early August depending on outcomes.

City Council previously adopted a contingent resolution on July 6, 2026, to accommodate timing requirements for the transaction. The board’s action authorizes the General Manager to finalize the capacity purchase commitment and return with further recommendations as MPPA’s analysis and procurement strategy advance.
